Jermel is a professional discipline and criminal regulatory barrister.
Prior to joining Blake Morgan, Jermel worked within the field of criminal law. Jermel has extensive experience undertaking criminal advocacy and has been directly responsible for the conduct of criminal litigation. His criminal experience also included providing advice in relation to charging and investigatory decisions, which continues to be a core part of his practice.
Main areas of practice
Professional discipline
Jermel acts primarily in matters concerning professional discipline. Jermel’s current experience includes cases in relation to those who are regulated by Social Care Wales, the Teaching Regulation Agency, the Education Workforce Council, the Heath and Care Professions Council and the Bar Standards Board. Jermel is able to accept instructions in relation to any regulated profession.
Jermel is an approved legal adviser for two separate professional regulatory bodies and frequently acts in this capacity across the full spectrum of fitness to practice hearings.
Jermel frequently acts as a presenting officer on behalf of professional regulators in a range of hearings before professional misconduct panels/tribunals, including:
- Interim Order Hearings – Applications on behalf of Professional Regulators and Reviews in relation to Orders that have already been imposed
- Fitness to Practice Hearings – Final Hearings concerning Health, Misconduct, Deficient Performance, Convictions and Findings by Another Regulator
- Suitability/Registration Appeals – Hearings convened to determine the suitability of an individual to be regulated within a profession
- Substantive Order Reviews – Reviews of orders imposed by Final Fitness to Practice Committees
Cases which Jermel has presented have included concerns such as:
- Sexual misconduct
- Criminal convictions that are relevant to a registered person’s fitness to practice
- Financial impropriety
- Disclosure and barring decisions
- Lack of professional competence
- Breach of professional boundaries
- Dishonesty and conduct lacking integrity
Regulatory crime
Jermel has been appointed to the List of Specialist Regulatory Advocates (List C), meaning he is authorised to prosecute on behalf of several regulatory bodies. He also has experience of defending local authority prosecutions.
Advocacy
In addition to professional regulatory panels/tribunals, Jermel frequently acts on behalf of regulatory bodies before the High Court and the Care Standards Tribunal. He has considerable experience of appearing in Magistrates’ Court and Crown Court matters. Jermel has also appeared in the County Court to obtained orders in support of professional discipline matters.
Jermel has been appointed to the disciplinary pool of the Council of the Inns of Court and has acted as a Clerk for the Bar and Tribunal Adjudication Service in this capacity.

Career
Jermel has degrees from the University of Sussex and University College London. He received a Major Scholarship Award from the Honourable Society of the Inner Temple which facilitated his Bar Professional Training Course, which he undertook at the University of the West of England. He was called to the Bar of England and Wales in 2017 and completed pupillage in March 2021.
Jermel has been named as a key lawyer for Public Sector work in the Legal 500 directory for 2024 and 2025.
Jermel is also an ADGRoup accredited Civil and Commercial mediator.
