Oliver is a public procurement law specialist with extensive experience in the health and social care sector.
Oliver’s clients include local and national commissioners of public services, as well as providers in both the public and private sectors.
Oliver has significant experience of leading on a range of major strategic projects that, in addition to engaging public procurement law, often involve complex commercial, contractual and policy issues.
Oliver has recently been advising on a variety of high profile national projects under the new NHS Provider Selection Regime for England. He is also assisting clients with preparing for the introduction of the Procurement Act this year.
Oliver has been listed as a “next generation partner” in the Legal 500 consistently since 2019. His substantial experience of advising health and social care clients and his deep understanding of the related regulatory framework and evolving policy objectives enables him to provide pragmatic, commercial and solution-focused advice.

Oliver graduated from the University of East Anglia. He qualified as a solicitor in England & Wales in 2011, working in health sector specialist firms or roles since 2013.

- Advising a central NHS body on a £500m complex, competitive dialogue process leading to the successful, timely award of a national, strategically important data platform.
- Advising an NHS Foundation Trust on a complex, negotiated, multi-stage procurement of a regional service solution with a total contract value exceeding £7bn.
- Advising an ICB on a multi-staged, negotiated procurement to transform community services, with a contract value exceeding £1bn.
- Advising on the procurement of multiple, high-value, national clinical services under the NHS Provider Selection Regime.
- Delivering all support to a procurement collaborative that represents five NHS Trusts/Foundation Trusts across an ICB footprint.
