Paul is a Senior Surveyor in the Project and Cost Management team, based in the Cardiff office. He has a portfolio of successfully delivered Welsh Government Funded Construction Projects ranging from small renovation projects through to large scale phased housing developments. Paul has a significant appreciation of all client requirements within the housing sector, inclusive of the cost, quality and time standpoints.

Main areas of practice

Paul is a construction project manager with extensive experience and knowledge of the Affordable Housing Sector in Wales. His comprehensive work in quality control, pre and post contract provides assurance of high quality delivery. He is well versed in employer specifications, design, and sustainability measures, along with having substantial exposure to the Welsh Government funding processes and compliance.

Paul has a strong comprehension of viability modelling as well significant grounding in value engineering projects.

Clients

Paul has vast experience of working within the Social Housing Sector and is proficient in an array of categories within this field. Through his graduate and post graduate training, along with experience, he has gained an extensive knowledge of Sustainable Construction, Welsh Government Funding Processes & Regulation, Quality Control, creation of client specifications, and an excellent understanding of Building Control/Approved Document legislation.

He has pre-eminent experience within Construction Quality Control as well as over five years’ experience in successful delivery of projects as a Construction Project Manager.

Career

Working for two previous Affordable Housing providers has given Paul significant experience within Development Project Management. Prior to this he was a Clerk of Works within Construction. Through excelling in the Clerk of Works role, his performances allowed for a more senior progression within Project Management. With previous a number of successful projects, from a time, management, and cost perspectives, he has always been considered a valued contributor to any associations success in delivery.

Paul has a BA Hons & HND in Ceramics & Art History, a Foundation Degree in Sustainable Construction and Surveying and a MSc in Construction Project Management (RICS Accredited).

He joined Blake Morgan in June 2024.
