Tom Cotter
Senior Cost Manager
Tom is a Senior Cost Manger within the Project and Cost Management team of Blake Morgan, based in the Cardiff office. With over 12 years’ experience working in the construction industry across both the construction and consultancy sectors, Tom is gained extensive experience working on projects ranging in value from £50k to £100m.
Tom’s role includes all aspects of Cost Management covering, cost planning, procurement, reporting, change control and risk management. He excels in all aspects of pre and post contract work, and brings his knowledge of the implementation of Project Bank Accounts on projects, extensive NEC4 contract experience, and knowledge of best practice through his engagement of being involved with the G4C committee.
Main areas of practice
Tom has covered multiple projects in the following sectors; Education, Higher Education, Civils, Blue Light, Leisure, Heritage, Housing and Student Accommodation.
More recently, Tom is working with Rhondda Cynnon Taff County Borough Council to help delivery two key strategic school developments. The first being Glyncoch Primary School in which the Local Authority were successful in securing 100% grant funding from Welsh Government as part of the Sustainable Schools Challenge project. Secondly, the Blake Morgan team where successful in securing the Cost and Project Management services for the delivery of the proposed new build ALN school at Clydach Vale, Tonypandy.

Tom has worked with a variety of public sector bodies within the region, including Rhonda Cynon Taff, Cardiff Council, Bridgend, Ebbw Vale and Powys Councils. Tom has built a track record by working collaboratively with client teams to deliver projects with tight budgets, challenging programmes and with various stakeholders. Tom has extensive pre and post contract experience on projects with a truly hands on approach to Cost and Project Management.

Tom has a BSc (Hons) in Quantity Surveying and is an NEC4 Accredited Project Manager.
He is currently on the G4C Committee for Construction Excellence and working with Cardiff Commitment to help deliver their aspirations for the students within Cardiff West Community High School.
