Blake Morgan advise on low-carbon development

Blake Morgan’s Project and Cost Management team were appointed by Carmarthenshire County Council to provide project and cost management services on the Cross Hands East sustainable development in Cross Hands, Carmarthenshire.

The leading law firm’s team of project and cost managers worked with construction business, Andrew Scott Ltd, on the development of an employment site for Carmarthenshire County Council, in partnership with Welsh Government.

Principal contractor, Andrew Scott completed the construction of three buildings containing a 38,000 square feet mix of offices, light industrial units and hybrid spaces.

Cross Hands East is part of the Welsh Government’s drive to create better business facilities in more rural parts of Wales. The development is the first in Wales to use the Active Building Design Toolkit from an early stage to deliver a low Net Zero carbon project.

The project was delivered to meet the RIBA 2030 Climate Challenge for operational energy targets. Alex McCusker and Colin Phillips worked on this, providing project and cost management advice. Colin commented:

It was a pleasure to work with Carmarthenshire County Council and the Andrew Scott team who, like ourselves, are committed to decarbonisation, helping the Welsh Government reach net zero targets.

The new buildings will generate electricity using on-site renewables and incorporate high levels of insulation to deliver a low-carbon development with reduced running costs. The ultimate aim is to achieve ‘net zero carbon in-use standard’, which would see the development produce enough renewable energy to meet the lighting and heating needs of the buildings.
