Blake Morgan advise on major infrastructure project
Blake Morgan has advised Cardiff Council on a new tram link, which is set to enhance infrastructure in the city.
Cardiff Council and Transport for Wales (TfW) are collaborating to deliver a new tram line between Cardiff Central Station and Cardiff Bay. The network is being built to TfW rail specifications, to be operated by TfW on completion.
The tram link, the first phase in the Cardiff Crossrail project, will be funded by the Welsh Government and Levelling Up Funding (LUF).
Partner Joanna Rees and Associate Sophie Latham, in the Construction team at Blake Morgan, worked on the project.
They provided a bespoke NEC Engineering and Construction Contract (NEC ECC) for the tender process, which was split into two stages moving from a cost reimbursable basis to a target price.

This is an exciting project for Cardiff Council and the city. We are delighted to have advised on this and look forward to the benefit that this improved connectivity will bring in accessing Cardiff Bay and the new developments planned.
There was a requirement for value for money, whilst ensuring competition with market acceptable terms. The Council worked closely with TfW to ensure that the contract terms satisfy the rail scope, including bespoke requirements for completion and defect management.
John Graham Construction has been awarded the contract to design and build the first phase of the Cardiff Crossrail project.
